Are any programs available that will allow me to view ActiveCaptain reviews when I don't have an internet connection?
Definitely, Larry, though I think an Android app is still in the works.

You will need an internet connection for the following steps:
1) To download your registered charts to your mobile device.
2) To export the ActiveCaptain .gpx file to your PC to write the file to your chartplotter SD or micro SD card. Those procedures are covered in the manual.
Note: Garmin ActiveCaptain is incompatible with chartplotters that do not include an SD or micro SD card slot. However, built-in chartplotter Wi-Fi is not required for use with the ActiveCaptain app.

Correction. At this point, the manual is only available for viewing on Google Drive. I am working with Garmin on a number of technical issues - and expect the manual to change.
Larry, you can see reviews of products on your cellphone browser if you have a smartphone with a data plan - without having an Internet connection.
